The Treaty stopped the war. It did not make the races trust one another.
Why it exists
After a century of escalating destruction, the great powers accepted that continued war could erase every civilization. The Treaty established a framework for peace, borders, negotiation, and survival.
Why it is failing
Every race contains pro-Treaty and anti-Treaty factions. Some see peace as the only future. Others see it as weakness, propaganda, a temporary pause, or a bargain that ignored hidden peoples and buried crimes.
The Treaty is not the answer. It is the question New Terra has been avoiding for a century.
Who benefits from peace, and who was never invited?Mutants were not included.
This matters. The people living beneath the Wasteland were absent from the agreement that divided and stabilized the world around them. To many Mutants, the Treaty is not peace. It is a deal made by civilizations pretending the ruins were empty.
